Sir Michael Bloomberg would be my choice if it was an open selection...

Although he is a Septic, he is an Anglophile, spends a lot of time in London, his wife (now divorced) is English and he understands this country, did a great job in NYC, proven business leader, speaks his mind, respected.

Sounds the complete opposite to all the choices we currently have available.
